Wondering what a veterans card actually covers or whether you're eligible for one? You’re not alone—many veterans are unsure how the DVA card system works or which entitlements apply to them. In most cases, the term refers to the Veteran Gold Card, Veteran White Card, or Veteran Orange Card, each offering different levels of access to DVA-funded healthcare and services based on your eligibility. Let’s break down what you need to know about securing the support you have earned.

What is a Veterans Card?

A Veterans Card is issued by the Department of Veterans’ Affairs (DVA) to eligible veterans, providing access to DVA-funded health services. While often referred to as a single benefit, the term actually covers three types of cards:

Key Features:

  • Veteran Gold Card

    • Covers all clinically necessary healthcare.

    • Issued when eligibility is confirmed.

    • Not available via direct application.

  • Veteran White Card

    • Covers only DVA-accepted conditions or specific NLHC conditions.

    • Typically issued after an Initial Liability claim is approved or under NLHC eligibility.

    • Confirms treatment access tied to a recognised medical condition.

  • Veteran Orange Card

    • Covers subsidised pharmaceutical prescriptions under RPBS.

    • Available to eligible veterans living in Australia without full healthcare cover.

Eligibility Criteria for a DVA Veterans Card

Eligibility for a veteran’s card is based on more than ADF service alone. Veterans must demonstrate a link between a medical condition and military service or meet specific eligibility rules under DVA schemes.

  • Veteran White Card: Typically issued once a condition is accepted through an Initial Liability claim. In some cases, NLHC conditions like mental health issues may qualify without a direct service acceptance.

  • Veteran Gold Card: Issued automatically after reaching 60+ impairment points under a Permanent Impairment claim, or through other pathways such as receiving the Special Rate Disability Pension (SRDP) or reaching age 70 with qualifying service.

  • Veteran Orange Card: This card is available for eligible Commonwealth or allied veterans residing in Australia who meet qualifying service requirements but do not hold a Gold Card.

What the Veterans Card Covers

Your entitlements depend on the card type.

The Gold Card provides much broader cover, including:

  • Treatment for all clinically necessary health conditions

  • Dental services

  • Specialist care

  • Mental health support

  • Hospital and community care

  • Full RPBS access

The White Card covers treatment for accepted conditions only. This includes access to:

  • GPs

  • Approved allied health providers (e.g. physiotherapy, podiatry)

  • Some mental health services

  • Subsidised medications through the Repatriation Pharmaceutical Benefits Scheme

The Orange Card holders receive:

  • Access only to subsidised medications under RPBS.

  • No broader medical services unless separately eligible.

Important: High-cost services—like dental implants or surgery—require prior approval, and frequency limits or annual caps may apply.

How to Get a DVA Veterans Card

Getting a veteran’s card begins with proving that your condition is linked to your service.

  1. Initial Liability claim: DVA can assess whether your condition is service-related. If accepted, you’ll be issued a White Card to access treatment for that condition.

  2. Permanent Impairment claim: A Gold Card will be issued automatically if your accepted conditions add up to 60 or more MRCA impairment points.

  3. Orange Card eligibility: Commonwealth or allied veterans living in Australia who meet qualifying service requirements but are not eligible for a Gold Card may receive an Orange Card, providing access to pharmaceuticals under the RPBS.

  4. Other pathways: Veterans may qualify for a Gold Card by receiving the SRDP or upon reaching 70 with qualifying service.

Veterans often run into issues navigating referrals, gathering medical reports, or understanding which form to use. Working with a DVA claim specialist helps prevent these delays and ensures that claims are complete and strategic.

Recognition and Discounts for Veterans Card Holders

The Veteran Card Recognition Program offers practical perks to eligible veterans. These are not compensation payments but rather acknowledgements of your service from both the government and business sectors.

Benefits include:

  • Public transport concessions (varies by state)

  • Discounts from participating retailers, trades and service providers—such as gyms, auto repairers and grocery stores

Challenges Veterans Face When Accessing Their Entitlements

Applying for a Veterans Card isn’t always straightforward. While the system is designed to support those who’ve served, navigating it can be time-consuming and confusing—especially without professional guidance.

Common challenges veterans face include:

  • Confusion around eligibility: Many veterans assume service alone qualifies them for a card without understanding the role of accepted conditions and impairment points.

  • Documentation issues: Missing referrals, outdated forms or incorrect medical evidence can delay or derail the process.

Even a minor error can set your Veterans Card application back by months. That’s why working with a DVA claim specialist can make such a difference.
