What Is DVA Non-Liability Health Care?

DVA Non-Liability Health Care (NLHC) provides eligible veterans with fully funded treatment for mental health conditions, without needing to prove their ADF service caused their condition. This removes one of the biggest barriers to early care-service-related causation—and allows veterans to start treatment quickly and with less pressure.

NLHC is available to:

You don’t need an accepted compensation claim to begin treatment under NLHC. A formal diagnosis is not required to access care, though clinical symptoms must be present and evaluated by a treating GP or mental health professional.. Once eligible, support can begin straight away for conditions such as:

  • Anxiety

  • Depression

  • PTSD

  • Substance use disorders

  • And many other recognised mental health conditions

Your Veteran White Card is used to pay for services covered under NLHC. The Department of Veterans’ Affairs (DVA) confirmed that care is accessible even if you’re unsure whether your condition is service-related, because this program is designed for early intervention and long-term wellbeing.

Eligibility Criteria for NLHC

Determining eligibility for DVA NHLC is the first step to accessing fully funded mental health treatment. The key feature of NLHC is that it allows veterans to receive care without needing to prove that their ADF service caused their condition. Eligibility is instead based on the type of military service you’ve completed.

You may qualify for NLHC if you are:

  • A current or former full-time ADF member: If you’ve served full-time, you’re eligible for NLHC, regardless of your role or length of service.

  • A reservist with at least one day of Continuous Full-Time Service (CFTS): A single day of CFTS is enough to meet the eligibility requirement.

  • A reservist without CFTS who has either:

As the DVA confirmed, you don’t need to prove your condition is service-related to access support under NLHC. This helps remove delays and ensures mental health care starts early.

Mental Health Conditions Covered Under NLHC

The DVA’s NHLC program gives eligible veterans fast access to mental health treatment, without needing to wait for a claim to be accepted or prove that ADF service caused their condition. This early intervention can make a real difference in recovery and long-term wellbeing.

NLHC covers a broad range of mental health conditions, including:

  • Post-Traumatic Stress Disorder

  • Depressive disorders

  • Anxiety disorders

  • Adjustment disorders

  • Phobias and panic disorders

  • Alcohol and substance use disorders

  • Bipolar disorder

These conditions can be treated by qualified health providers such as GPs, psychologists, psychiatrists, mental health social workers and occupational therapists.

If clinically required, NLHC may also cover:

  • Hospital admissions (public or private)

  • Day procedure services

  • Prescribed medications for mental health conditions

  • Imaging and pathology linked to diagnosis

  • Approved drug and alcohol treatment programs

  • Counselling through Open Arms – Veterans & Families Counselling

  • Additional services recommended by your provider to support your plan

Veterans can use their White Card to pay for NLHC treatment, but they must ensure the provider is DVA-approved and has agreed to accept DVA payment before the appointment. As the DVA confirmed, you don’t need to wait for a formal diagnosis—care can start as soon as you're eligible and ready.

Accessing Treatment Through NLHC

If you're eligible for NHLC, getting started with mental health treatment is straightforward. The process is built to remove unnecessary delays, so you can begin care without needing to prove your ADF service caused the condition. Here's a simple guide to help you access the support available:

Step 1: Apply for a Veteran White Card

This card is your entry point to fully funded treatment under NLHC. You can apply via MyService or ask a DVA claim specialist to assist if you don't have one.

Step 2: Check your coverage

Once your card arrives, log into MyService or contact the DVA to confirm it includes mental health coverage. Most NLHC-issued cards already do.

Step 3: Book a GP appointment

Speak with your GP about any mental health concerns. They’ll work with you to create a treatment plan and make referrals to mental health providers if needed.

Step 4: Confirm the provider accepts the White Card

Before you attend an appointment, check that your mental health provider agrees with the Veteran White Card as payment. This ensures your treatment is fully funded and avoids unexpected costs.

Additional Support Services Available

DVA’s NHLC goes beyond direct therapy to offer a full circle of support that complements core mental health treatment. These services are designed to strengthen recovery and promote long-term wellbeing, not replace your primary care, but enhance it.

Open Arms – Veterans & Families Counselling is a key part of this support network. This 24/7 service offers confidential care for veterans and their immediate families, whether you're dealing with trauma, anxiety, or life stress. Open Arms can work alongside your existing treatment or be an accessible starting point.

NLHC also covers alcohol and drug treatment programs approved by the DVA. These are delivered by qualified providers who understand the unique challenges veterans face when managing addiction.

In many cases, your GP may recommend adjunct therapies to support your mental health plan. These can include:

These services are covered under NLHC through the White Card, provided they are recommended by a GP as part of an active treatment plan and meet DVA's service criteria. By combining mental health care with tailored physical and lifestyle support, NLHC helps veterans build a healthier, more stable foundation for recovery.
