Chondromalacia patella is inflammation and softening of the cartilage on the underside of the kneecap. It is a common cause of front-of-knee pain in younger, physically active people, and can be triggered or aggravated by repeated stress from running, marching, load-bearing and physical training during ADF service. DVA uses this specific diagnostic term in its claims system, and lists chondromalacia patella among the 2 commonly accepted conditions under its Provisional Access to Medical Treatment (PAMT) program.
If you've sustained a knee injury during ADF service, or your knee condition worsened because of service, you may be eligible for recognition and support under MRCA. The first step is an initial liability claim to establish that your condition is service-related. Yes. Chondromalacia patella is one of the 20 most commonly accepted conditions covered by DVA’s Provisional Access to Medical Treatment program. If you lodge an MRCA claim for chondromalacia patella between 18 June 2017 and 30 June 2026, you may be able to access DVA-funded treatment for your knee while DVA assesses your claim. DVA will send you a Treatment Confirmation Form, which your GP must complete to confirm that your diagnosis matches one of the PAMT conditions. DVA assesses knee conditions under the lower limb tables in Chapter 3 of GARP M. Your impairment points are based on functional loss, such as difficulty with stairs, walking speed and mobility, as well as other measurable physical impairment. Under MRCA, you generally need at least 10 impairment points across all accepted conditions to qualify for permanent impairment benefits, although a small number of conditions, such as hearing loss or loss of fingers, toes, taste or smell, only require fiver points. The full permanent impairment journey, from your initial liability claim through to a final permanent impairment decision, typically takes around 18–24 months, depending on the complexity of your conditions and DVA workloads. Once your Permanent Impairment Assessment Form is lodged, the decision stage alone can take up to 12 months. One of the most common early delays is the initial assignment of a delegate, which can take up to four months.
